The waste container recycling system management and regeneration value enhancement project.

The results of project implementation are summarized as following: The project completed the distribution investigation of waste containers through the cooperation of 46 recyclers and disposal enterprises. According to the findings, this project estimated waste containers’ quantities and ratios of non-certified and cleanup but not recycled. The recycle rate of every waste container material in 2018 had been calculated, and submitted improving programs for the waste container material whose recycle rate was low. And completed 46 samples testing for attached moisture content rates and attached impurities rates of waste containers. In order to trace the waste container trading market, this project investigated the purchase prices information collected by executive authorities and completed monthly transaction price surveys of 20 recyclers and 60 scavengers. Then updated and submitted the information of waste paper containers and waste glass containers recyclers quarterly. The project analyzed the dilemma and figured out the key points of recycled materials and derived wastes from waste containers, then submitted energy recovery plans to expand the recycling channel. Matchmaking LienTai Paper Corpotation as a final treatment plant for waste container recycled materials and derivative, and completed a plant-scale trial of burning operation. The consequence showed that the burning reduction, fly ash and bottom slag composition were in compliance with domestic regulations that had the commercial value. Assisted EPA in reviewing EPB recycling projects including New Taipei City, Hsinchu City, Hsinchu County, and Miaoli County. Analyzed the variation of recycling quantity data from Jan 2017 to Sep 2019. The project collected and analyzed foreign cases about High-Value recycling technology and recycling policies, and conducted comparative analysis with domestic mechanism. Investigated waste pesticide container treatments and recycling methods to draw up the appropriate mechanism domestically. In addition, proposed the circular economy strategy and target of regulated recyclable waste containers in the aspect of production, consumption, waste treatment, and regeneration.
